Because of what happened with the homes involved in that case, the Albuquerque Bernalillo County Water Utility Authority is changing the rules. At the beginning of December Forencio Pacheco found Shaun Anaya renting out his neighbor's foreclosed home.

It's the second year for the practice, with the county last year selling 1200 unclaimed tax-foreclosed city properties from its $500 auction back to occupants. Many were elderly and poor who got hopelessly behind on taxes, county officials said.
